Typical Consumer Reports crap. I forgot how militant they were. If the car did not protect the occupants from a 230mph side-impact from a Boeing 707, it would fail their safety tests. They gave no consideration to a car's being nimble and driveable enough to AVOID an accident....neither did they take into account quality of construction. If they could have come fifty years into the future, and seen how many mid-60s Americans and Corvairs are still on the road down here in the South (Ramblers for their sheer indestructibility, and zinc-plated rustproofing and undercoating, even works in the Rust Belt as well; Corvairs, just for their owners' refusal to let the cars die) they might have given those cars better scores. I doubt it, though. Nader's Raiders only gave top scores to M1 tanks.
