Craig replies: If your wiring and insulation is OK, you can just replace the fuse box. I know a guy (me) who designed and manufactures replacement Corvair fuse panels. These panels use modern ATO "Plastic" blade fuses. Ive sold maybe 400 kits.

I'm not sure what fuse on your panel is still good but it's not "Ignition". 60-66 Corvairs did not fuse the ignition circuit. Instead, that circuit along with the gauges, is powered directly and unfused from the key switch.

Here's a photo of the panel installed in my '60.

In the engine compartment there's a Tee coming out of the fuel pump that feeds the carburetors and the 4th side has a tube nut flare fitting that goes to the gas heater and returns to the gas tank. I would remove that tube nut and install a 3/16 flare plug.
It looks like the fuse that is left goes to the radio. That I know of the radio doesn't work. The inside of the radio is destroyed or disconnected wire somewhere or contacts are bad or dirty

Wow! That's by far the worst fuse panel I've ever seen! I can't imagine any fused device working. Fortunately, there are a lot of things infused on a 60/61. Don't expect your brake/park/tail lights to work as they're all fused circuits.
