I had never heard that expression before (sure I am not the only one), so I looked it up on the Urban Dictionary:

"1. hanging chad

Anyone that remotely remembers the presidential election when it was Al Gore Vs Bush jr should remember that it was a fiasco because many of the paper ballots were not thoroughly punched out leaving a small piece of paper called a hanging chad . They said that the voters intent was questionable and the whole election went to the supreme court and Bush was declared the winner .

This all took place in sunny Florida !

When I did a google search this is the very first thing that POOPED up
