question - when using a uni syn carb tool, . when attempting to "balance" the carbs what adjustment has more "effect" on where the ball is in the uni syn - the air mixture (screw adj) or the idle speed adj.

The ONLY thing the Uni-Syn tool measures is air flow. You only want to do idle speed to match the floater from side to side. The mixture may change where the ball floats but only because of idle speed and flowing more air but do not do that.
Idle speed only!
