Check the wiring or the horn button assembly could be something loose or misaligned.

Will start with the usual of what year and model do you have? Then has it always done this or it just started?

Next is what do you mean by "upward pressure"? In my head you have both hands at 6 o-clock and you are pushing up on the wheel towards the roof but I can't see any reason to ever do that.

A standard inspection of the horn contacts will require pulling the steering wheel off. All contacts are right there.
