I guess I've been around these dang Corvairs too long because I knew it was to indicate a vehicle that had the shoulder harness mounting points installed under the headliner.

I have two '66 convertibles with the 3/16 hole punched. No shoulder harnesses here. On the post by "notched", the hole looks quite a bit bigger than 3/16".

The hole sizes aren't' always 3/16". I pictures of coupe tags with the larger hole size.
