well I worked on that engine all day yesterday and when I quit I had 2600rpm as soon as I put the valve covers back on I had blow by coming
out of the vent pipe
I guess I am going to give up on it, if it needs rings and a valve job
it would probably need main & rod bearings also
trying to find a used motor that would be cheaper than a complete overhaul
but I can,t seem to find any
I just can't afford all of that expense on social security.

Not sure I would give up on it just yet Dick. Pull that left side head and see what's up with #4. A loose valve seat could cause excess crankcase pressure. Might be that head work is all that is needed. The last compression readings look pretty good. Altho it is possible it is not likely that any of the rings are significantly different than the rest of the rings. Given that the compression is pretty nice across the board I would guess that reworking the heads very well might put you back in business.

Pulling the heads will at least let you take a look at each cylinder and piston to look for any obvious signs of distress. If the rings are damaged or just worn, sometimes you can get away with just honing the cylinders, cleaning the piston grooves, and replacing the rings (depending on the wear, clearances you find, etc. Pulling and reworking the cylinders and pistons is not a big step, once the heads are off.
Connecting rod bearings may be a part of the operation, but moving on to replacing the main bearing shells is a big step, since the engine must be pulled and the cases split. This may not be necessary.

It isn't that tough to pull the heads with the motor on the boat Just have to remove the muffler and the crossover pipes and then there is a intake pipe I need too remove it is where the carburetor is mounted
This setup requires you to put a dent in the pan cover so the starter has room and it was a little tight so I dented it some more and that little plate I think it is a splash plate broke off and I put it together without that piece, do I need that, if I do I will have to braze that back on the cover
here are the compression results after readjusting the valve yesterday
1=100#
2=170#
3=115#
4=95#
5=130#
6=120#

Those compression numbers are nice except maybe #4 which you say changed when you tapped on the rocker (sticking valve or loose valve seat I bet). The 170 is high but a n occasional extra high reading seems somewhat normal every now and again.
Not sure what piece you are talking about denting. What is pan cover? Can you share photo?

I got all of the bolts that should be holding the head to the block but can't get the backpart of the head to move
is there a bolt some place I am missing or do they stick and require an extra force

Of course, all perimeter items attached to the cylinder head, including the sheet metal, exhaust system, carburetors and intake system, pushrod tubes, etc. must have been removed. As shown below, the top row cylinder head nuts (6) and bottom row rocker arm studs (6) should also have been removed. The head may be stuck on a cylinder barrel.

Much of the sheet metal that surrounds the cylinder heads has bolt attachments to the head. All should be removed. Even the oil cooler and ignition coil attach to the heads.

number 4 intake valve seat is loose
number 2 and number 4 cylinders look smooth number 6 is a little rough down at the bottom of the cylinder but looks like it would hone ok
that is the one that I repaired a plug hole threads without pulling the head

I thought there was a good chance of a #4 seat issue.
