PG won't shift

Hi Guys...My Power Glide decided it doesn't want to shift. I pulled the governor and replaced the semi mangled gear with a new one from Clark's.she still doesn't shift. Lo and reverse feel good. The vacuum line is fresh too. Any ideas short of dropping the trans??

Modulator helps control upshifting. Try a new or different modulator before tearing out the trans. (I have seen governor make them shift up right away...basically never get 1st gear....but not stop upshifts) You say the gear was mangled on the governor? Check it again if the new gear is damaged you may have an issue with the governor or drive gear. Even with a failed modulator they will usually still up shift but with much slipping and delay as well as throttle speed flare during attempts to shift.
