ok, put new o rings on and voila. No oil leak. Now, it continues. Took it for a drive and it has NO power. NO kickdown. AArrgghh! Also has a funny response. Give it gas and it revs up but stays that way for a second or two before coming to idle.
I'm still suspecting the cable linkage for the response but stumped on the power. I'll do a compression test and check timing..

I have seen where rocker arms that were loose on the exhaust side had caused a similar situation on an 8cyl engine.

ok. Success finally! The power issue was my gas pedal. I finally got some over to step on the gas while I observed carbs. Butterflies were only opening 15 deg. Pulled pedal and saw that this has been an issue before as someone welded the bracket to the rod behind the pedal and it broke loose. Likely when I was replacing shift cable, I pulled rod and broke the weld. I reworded and voila.
So, runs good. The only issue now is, although it runs and idles fine, it stumbles on deceleration. Also when you rev it up, it holds the RMP for a couple seconds even though the butterflies close properly.
Any ideas on that? It's obviously a carb issue.

You say your carb butterflies are closing all the way. is that from just visually looking down carbs, or have you actually tries to work the accelerator lever at the carbs after letting off the gas and verify they fall all the way down to the idle stop screw? The reason I ask is that I had a similar issue where due to throttle rod play in the linkage between the two carbs, I always had one side that would not go all the way down to idle, but held up about an eighth of an inch until I manually pushed it all the way closed.
I ended up buying the throttle helper springs from Clarks that you add to the accelerator pump side of the main shaft on the carb. these little springs help the carb return to full closed idle position since sometimes they can be held open by the little spring tab on the rubber plug vent at the bottom of the carb. With the helper springs I did have to tweak the spring a little bit and bend the one tang that loops over the acc. pump lever so that it completely cleared the acc. pump linkage. Anyway, that solved my intermittent rough idle weirdness, your situation could be related or something completely different, but just a thought...?
