Yes you can try cutting the spring but I have found some of the newer pumps will not come down much. What I have done is swap in a spring from an old OEM AC Delco pump.

It's an ac delco pump I just don't know how much to cut and the spring is cone shaped may be a little from top and bottom

 If you have two fuel pumps you could simply try transplanting the spring from the old fuel pump you dissected into the active pump (without cutting it). The different spring may be all that is needed to reduce the fuel pressure down to the desired level.

The "new" AC Delco pumps are NOT the same as the original AC Delco pumps. They are just like the Airtex or Spectra pumps.
When I said AC Delco, I meant one of the OEM original AC Delco or similar.

I wonder if there is a way to fatigue the new spring in one of the center coils?

Probably just need a float adjustment. So now when your driving at highway speed is the pump going to keep up with demand?
