If you are lucky you can pull them out while the engine is still in the vehicle either using a strong magnet or a special tool. If the bore is cruddy you might have issues pulling them out fully.

Almost always able to get them with a strong magnetic pickup tool. For the occasional annoying one a lifter pulling tool like Azdave showed above usually gets them.
The process is the same either way. Remove valve cover. Remove a pair of rocker arms and studs. Remove the lifters pushrod tube. Remove lifter.

Now where can I find the tork specks for 1965 110hp engine
I have been changing the oil seals in the oil return tubes and am not sure what the thing the rocker arm mounts onto
is called

Some factory manuals have incorrect torque values (too high) for the head nuts that you don't want to use. Corvair experts now agree on all normal Corvair engine rebuilds to torque head nuts in steps at 15, 20, 25 and then 30 ft/lbs max or you risk pulling out a head stud. These values are with clean nuts and threads, not lubed.

30 foot pounds max and they must be torqued in the correct order per the shop manual diagram.

I am only removing 2 oil return tubes at a time
so and can't I put those back to the 30 ft pounds and repeat to the next 2
I am not removing the heads only removing the rocker arms so I can install a new seal and the O-rings on each end of the oil return tubes

I have done it that way but it's not what the pros will recommend. As long as it is no more than two at a time I have got away with that many times. If you loosened the whole bottom row at the same time then I feel you need to loosen the top nuts too and go through the full tightening sequence.dick2256 wrote:I am only removing 2 oil return tubes at a time
