I've pulled heads apart where the grooves in the valve for the keeper were almost worn through. Is that common? That would make the valve spring installed height keep getting bigger until it dropped.

I wonder if it even runs? Seems really strange that they wouldn't even test drive it. One picture shows the engine with no cams.

I read about what Ridgid did when they changed battery format last time. People said when they had a failure Ridgid replaced all their batteries and tools with the new type. Messing with anything besides changing oil is a mistake before running it long enough to see what's up. People screw up the valve adjustment more often than not. It is very very easy to get wrong especially after replacing the o-rings.

Some of the battery powered tools are much more powerful than corded ones. I know the 60v DeWalt circular saw is a lot more powerful than what you can get out of a 15A 120v circuit. I do still agree you should use a corded drill for that application. One thing to consider on any battery powered tool...

Put a 4-speed in it so future owners can say "look, they did make a '60 with a 4-speed" but mainly because that is the best setup for a Corvair and really increases the fun factor over the awful 3-speed.

Also a lot of the new electronic regulators tend to not operate the light properly from what I've heard.
Your voltage fluctuations are an issue. They can't fluctuate below battery voltage like you said so I'm thinking your meter is bad or has a low battery.

The magnesium fans were easier on belts but were not as efficient.
IIRC the '62-'63 fan was the best for cooling.
