I think you have one problem that is giving you both symptoms. Check to make sure the carburetors both have a nice stream of gas when you open the throttle. (with the engine off of course) If not you either have no fuel in the carburetors, accelerator pumps are bad (check balls or cups) or the disc...

I did the lowband by feel as best I could. Now I have drive, reverse, and collaterally a throttle linkage.

I think I'm there. Pulled the cable and reinstalled it. Lever test passes now. It goes into reverse just fine now.
