The fact that it won't go lower and the mixture screws fully closed does nothing tells me something ain't right though...

I think you have one problem that is giving you both symptoms. Check to make sure the carburetors both have a nice stream of gas when you open the throttle. I think I'm there. Pulled the cable and reinstalled it. Lever test passes now. It goes into reverse just fine now.
