A quick look at Clarks tech tips on heads shows a clear difference between what they call 80/84 heads and 102 heads. The 102 heads have a large ridge where the 80/84's are wide open. Your options are kind of limited then. Have a friend tail you with a trusted speedometer. Or fly by the police and when he tells you just how fast you were going, you can compare to your speedometer. One of these is obviously cheaper.

I would put the tubes back and spray some carb/brake cleaner at it and use a rag to wipe it down. Or stuff a rag in there and see how carefully you can spray and wipe the dirt away, then when you pull the rag out, whatever is near the hole should come out on it. Just to provide an option if you care to, but somebody put an old school signal stat on mine. Looks like they were having cable problems and just unscrewed the stalk, cut the wires going to the plug at the column and wired this up. As mentioned already carbs sound likely. You would be surprised how well a Corvair can run on 3 cylinders. Rebuild them.
