Did you try looking under top shroud for debris blocking airflow thru fins? Is lower thermostat controlled doors opening properly?

Those rear stabilizer rods are slotted so they can move in or out out depending on toe-in alignment of the trailing arm. Refer to assembly manual for your year of Corvair.

Thanks for comments, Kevin Nash! The fan modification seems to work quite well. Unintended consequence, until the lower shroud doors open, pushing enough air past the closed heater box flap like the fan was on low speed. A locking latch for engine deck lid
I wanted a lock for the engine deck lid that did not require a key. This is what I came up with. Latch and modified striker tube salvaged from 1965 Cadillac. 144 inch cable, Dorman part # 915-706.
