Good for you Scott! If anyone deserves it - it would be someone who gives so much to the Corvair Community! Give us the back story - Steel looks relatively good, but the soft parts are toast - looks like many years in the dry, high desert?

Those that go around the jugs NEED to be there to force more air across the heads - where most of the cooling is needed... These are difficult to install after the push rod tubes! There are ways that involve cutting...

Each plant starts the new model year with a "sequence number", typically 100,001 which becomes the last 6 digits of the VIN - so from the VIN standpoint - yes the sequence number is repeated... Then on the body tag you will see something like "65-10737 WRN 5952" which means 19 65...
