Rust on the outside of cyl. is a problem because iron oxide acts as an insulation, thus retarding heat transfer. Clean 'em up and paint a hi-temp flat or semi-gloss (better longevity, less crud accumulation, easier to clean) black.

Used to be that the self-wrenchers all had a pair of cut-down rocker covers to minimize the oil mess of adjusting hydraulics while the engine is running, which is the best way to make sure they are pumped up properly.
