Do 64 and 65 license plate have the same factory brackets?

I bet they don't. A rear view of the back bracket.

I could be wrong but I don't think that is an original bracket. That looks like it came from a car with a rear fuel tank that you tilted the plate down to access the filler cap.

The rear of the Corvairs used no brackets. Plates are mounted to screw grommets into the rear panel. The front of late model Corvairs have a bracket for the lower edge of the plate. On early cars I am not sure if the front used a bracket or not.

I agree that the other looks like a gas cap hiding bracket.
