Is this a water cooled conversion?

What is this? Was it for the oil bath option?
Sorry my edit did not take. I am looking at the tripod thing near the back on the frame rail.

That's the support for the oil bath air cleaner. Where's the snout on the air cleaner?

It looks as if they removed it and are using it as if it were a regular air cleaner.

Here are some images of Late Model Corvairs that are fitted with the rare oil bath supplemental air cleaner (RPO K47, Air Cleaner, Oil Bath). Most of them mount on the left, on the "tripod" bracket previously mentioned, but the last one shown below is a different design that was used in conjunction with air conditioning. EM cars had them too, but the design and layout was somewhat different...

Vairy nice! Kinda thought it was an oil bath. I had no idea that there was associated stuff.
