I have a 3:89 connected to the 4-speed and I sit at 3100 rpm at 65mph. Would the 3:55 give me more or less speed at that same RPM?

3:55 would provide more speed at a given RPM. However... Your numbers don't quite add up based on my experiences. I'd expect 3.89 gears to run the engine pretty close to 4000 RPM at 65. Are you sure about your car's gearing? Are your tires super tall? Not quite adding up...
