PG question....

Rebuilt PG has low gear and reverse but no drive. Will move in both "L" and "R" but when put into drive the car won't move. Will not manually upshift either. Have tried two different governors in a hail Mary move with no difference. Fluid is up to snuff. TV linkage is properly adjusted according to the service manual. What am I missing or did I eff up rebuilding it? FYI prior to rebuild it did not want to shift from low to drive, forcing the rebuild.
