I've noticed since the forum has been revamped. That it does not shrink sigs down anymore. I browse around and see some with a sig picture that takes up 3/4s of my computer screen! It's even worse on the phone lol. I've redone mine, but think it maybe still too big.

I changed to signature settings to allow an 800x225px max. I'm not sure it will affect images hosted and linked from other places though.
