Nope. You need a proper late model PG bellhousing. Look at your first photo on the standard shift bellhousing and notice the round spot below the crank seal in the surface of the inside. 13K sounds high for one that needs a paint job, but, engine, diff and suspension rebuild if done properly with all new wear parts could pretty easily cost 10K to have done. IF it is rust free and the described work has been done well (engine fully rebuilt, not just sealed and repaired for instance) ...

Depends on the paint, the color of the paint, and how much car will be painted with that paint. Body should be sealed before basecoats are applied so it is all one color when they are applied. Are you sure there is not any fuel in the float? Might have sprung a leak? Float level set at 1 13/64" (manual spec)? Inlet valve tight, clean, and well seated in carb top with little gasket in place? Warped venturi cluster base?

Hopefully new repros will be available soon. For now a good used tank or repairing the old is about the only choice besides using some other container to route fuel from.

The idle vents in the bottom of the carbs are open ay idle. If the little brackets and rubber flaps are positioned and adjusted properly, they will close just above idle speeds.
