Maybe take a look and see if it is contacting and has rubbed through on the positive starter cable's insulation.

Boy, I've never seen one of those before, but it sure looks like an adapter to fit an EGR valve, an aftermarket EGR valve since corvairs never came with one from the factory.

That's a lot of floor rust for a car in Cali.

That's from years of water leaking in from the rust holes at the base of the windshield and soaking the carpet. I don't see too many other bubbles of rust on the rest of the car, like the rockers look pretty amazing!
