I have never done an LM to EM swap so not an expert on that, but others will chime in.
I think you are on the correct path.
Don't forget a Pilot Bushing also.

As you already know, it would work.
I have an engine (with clutch assembly) sitting on my bench right now, with a half inch of washers holding the starter in place and it works fine for firing her up.
